Following the introduction of the Licensing Act 2003 the power to grant licences for Public Houses ceased to be dealt with through the Magistrates Court system as it had been under previous legislation and is now vested with the Local Council Authorities. Licences are now divided between one for the premises, usually granted to the owner, Tenant or Leaseholder and a separate Licence for the person responsible for running the premises known as the Designated Premises Supervisor.

To obtain a Personal Licence you must first obtain a National Certificate for Personal Licence Holders.

This is a form of qualification by examination that is administered by the British Institute of Innkeeping Awarding Body, known as the B.I.I.A.B.
